To conserve the flight programs on schedule and within budget management began to accept escalating risk. Team members felt that if risks involved in otherwise space missions did not produce drastic safety issues meant that subsequent missions with similar safety concerns would not be subject to dramatic risk either. Team members involved with the tragedies of the Challenger and Columbia missions chose not to speak against safety concerns for fear of going against the group.
